Roll Revision -- activities to be done

BDOs as AEROs are advised to try the following steps in c/w Summary Revision:
  1. Sample check few disposal files of each AEROs/Addl AEROs to make sure that they are recording decision with reasons, and the decision conform to ERO's Handbook/ ECI guidelines
  2. Engage a small team to count the no. of male/female applications lodged & disposed part-wise for the purpose of weekly disposal report
  3. Review the progress of disposal daily (in the proforma provided) to avoid last-minute rush & pile-up
  4. Sort out the applications (for claims) into two categories -- the simple, straightforward type, complete with linkage, documents, etc where the decision to accept/reject is easy , and the other category (which will generally be smaller) where detailed hearing/enquiry is required.
  5. The AERO/ Addl AERO has to focus his energy in the latter category of claims -- field inquiry by BLOs will be necessary in such cases
  6. Write to all GP Prodhans and Sub-Registrars of Births & Deaths to supply the updated lists (as per Register maintained) immediately --
  7. The NBW list already provided has to be checked in field by BLO immediately & hearing notices must be served
  8. Similarly 80+ list provided must be checked by BLOs & reported to AERO for n/a
  9. BLO must endeavour to prepare ASD (Absent,Shifted,Dead/Duplicate) list during his field visits.
  10. In all cases mentioned in items 6-9 above, suo-moto disposal process must be initiated & disposal must be done within August.
  11. An attempt to cover non-image/ non-EPIC electors may be made by collecting photos in form 001-C by BLO during field visits
  12. Lastly, KEEP THE ERO INFORMED.

hearing of claims/objections

During my visit to a hearing venue last saturday, i had a glimpse of the arrangements. Following points may be interesting to note:
  1. A venue at a high school, with as many as 10-12 counters, each manned by an AERO/Asst AERO/UDC (LDC?) & assisted by DO-cum-BLO, & catering to long queues of applicants in the verandahs.
  2. The long queues are waiting to appear in front of the official manning the counter, where the applicant is being asked to put his signature (or LTI) on the form & produce the original documents in favour of his claim (which the official is noting on the form).
  3. Each counter is normally dealing with applications of a part, all bunched together, & the official is almost gheraoed while he tries frantically to retrieve the form.
  4. Very little scope is available to the AERO/Asst AERO (where available -- some counters are manned by clerical staff !) for actually hearing the applicant at the spot & recording his decision.....so after obtaining signature/LTI & checking the original documents, the applicant is summarily dismissed....& the official is probably memorising the decision of acceptance/rejection - to be recorded later.
  5. There is a "mela"-like ambience outside the venue, with ice-cream vendors & chat-walas and groups of applicants resting under tree-sheds.
